Hu Wing Ko holds a Bachelor of Science (Honors) in Chemistry (1972). He joined the Port of Singapore Authority (PSA) in 1975 as a Senior Port Chemist and Petroleum Inspector, conducting gas-free inspections on chemical and oil tankers. He later transitioned to the Inspectorate of Dangerous Goods (DG), overseeing DG declarations and safety compliance at terminals. Additionally, he was a licensed fumigator accredited by Singapore's National Environment Agency (NEA).
Following PSA's privatization in 1997, Mr. Hu joined PSA Chemcare, where he implemented and enforced DG safety standards across terminals and warehouses, providing specialized DG-related services to port users. He also conducted seminars and training on DG management for international shipping lines, major chemical companies, and PSA staff.
He contributed as an expert in hazardous substance labeling standards for SPRING (Standards, Productivity and Innovation Board) Singapore and lectured on hazardous substance management at the Singapore Environment Institute (SEI) from 2001 to 2010. After left PSA in 2014 as Senior Manager (DG Planning) and advised the Singapore Chemical Industry Council (SCIC) until 2019.
With over 39 years of experience, he specializes in DG management, risk assessment, incident investigations, and Quantitative Risk Analysis (QRA). He is an accredited trainer for the International Maritime Dangerous Goods (IMDG) Code by the Maritime and Port Authority of Singapore (MPA).
